I have a new phone

Before changing phone save the .DNG files (downloaded files) somewhere safe where you can retrieve them from with your new phone.

Had to re-install the app, and all my presets are gone

Don't worry, unless you deleted the files on your phone, you can find the files you initially downloaded in Files or Files by Google on your phone. Just import the .DNG files into Lightroom Mobile again.

“Skipped imported duplicate” “Skipped duplicate asset”

If you get one of these messages the .DNG file (preset) has already been imported to Lightroom Mobile. The reason why you can’t find the preset is probably based on your app setup. Open "All Photos"- In the upper right corner, press the circle with three dots. Choose "Sort by Import Date" and not "Sort by Capture Date"
